Quick, easy first steps...
First, clear the IE cache. IE> Tools> Internet Options> General> Delete
files (and delete offline content when that dialog pops up) It's often
recommended that the TIF folder be kept at about 50 MB (Settings.)
Reset (power down) your router and or cable / DS:L modem.
I noticed also that any changes I make do not save. From trying to
change internet security settings to setting the homepage
This sounds like the work of a third-party security program. The download
problem could also be caused by a security program /security suite /
firewall.
Turn on the Windows Firewall, from Control Panel or Security Center, and
start disabling third-party security programs to see if you can find the
guilty party.
These and other third-party programs can lock the IE homepage. Examine the
settings of these programs for a disable option.
Spybot> Tools> IE Tweaks
Ad-aware Pro
Norton AV 2006
Spyware Blaster
Spysweeper
Zone Alarm (free) 6.5
If Zone Alarm (free) is the guilty party, download the latest version. This
has been fixed.

I am experiencing difficulties being able to download ANYTHING from ANYnot
website that has downloadable content. I cannot even download
programs/software from the Microsoft webpage. The error says "Internet
Explorer cannont download FILENAME from WEBSITE. Internet Explorer was

I am using IE version 6.0.2900.2180.xpsp_sp2_gdr.060220-1746. Windows XP
Media Center Edition Version 2002 Service Pack 2. I would appreciate any
