Correction to my post above.

Entering "ping -n 1 etax.dor.ga.gov" at a command prompt returns "unknown
host etax.dor.ga.gov" should have said 'Entering "ping -n 1 etax.dor.ga.gov"
at a command prompt returns "request timed out".'

of a traceroute for 167.196.94.159 (etax.dor.ga.gov) at dnsstuff.com
includes the statement "There appears to be a firewall at 167.196.94.159
(hop 19) that blocks ICMP (ping) packets."

I am unable to pursue your "hint" at the moment as I am working from home
with a machine running W98 (the W2000 machine is at work).

Will try the "hint" when I arrive at work later this morning - please
clarify what I am trying to "find before and after the above command".

It may help to describe in detail what the symptoms are.
E.g. "unable to access" is extremely vague and could entail
a problem cause which has nothing to do with IE but more to do
with the OS networking functions such as DNS

E.g. a workaround might be as simple as: before trying to open that
page
switching to a cmd window and entering:

ping -n 1 etax.dor.ga.gov

Hint: do an ipconfig /displaydns and a right-click Find for etax
before and after the above command to see why it might be helpful.
