I don't see that they are related but I will try and answer.
First issue: (though you cannot really do a fresh install)

IEFix - is a general purpose repair utility for Internet Explorer

Removing branding from IE6 is simple but you may have complicated it
with installing a Beta program like IE7.
How to remove branding.
To remove all Internet Explorer branding, follow these steps:
1. Click Start.
2. Click Run.
3. Type
rundll32.exe iedkcs32.dll,Clear
and then click OK.
4. Restart Internet Explorer.
Second issue:
I see in http://www.microsoft.com/windows/ie/ie7/default.mspx that
the recommended newsgroup is microsoft.public.internetexplorer.general
In a proper newsreader:
news://msnews.microsoft.com/microsoft.public.internetexplorer.general
If you must use a web interface:
http://www.microsoft.com/communities/newsgroups/en-us/default.aspx?dg=microsoft.public.internetexplorer.general
You cannot remove IE6 with XP and the IE7 group is the best place to
ask for IE7 problems.
