How can you setup IE and Windows to have hot buttons open into NEW windows?
Is it a feature of IE or Windows. I'm presently using WIN2K

Create a Desktop shortcut for About:Blank
then modify its Properties to give it a keyboard shortcut
Typically the keyboard shortcut would begin with Ctrl-Alt-
modifiers then just the letter you choose to be reserved
for using the shortcut.
However, if your Home Page is already About:Blank
and you have Internet Explorer in the Start menu
and that is the only item in the Start menu which starts with "I"
you could also press Win (release) i to instantly open
a new IE window.
