Wonder why no-one can help with this one

At the risk of causing boredom and annoyance, here it is once again:
I always get a message to the
effect that there was an error in downloading the URLs when I try to
"synchronise" the favorites whose pages I want to be able to read offline,
and the synchronisation fails.
My operating system is Win 98 SE and the browser is currently IE 6 with SP1.
I have tried deleting all the temporary internet files, suspending use of
the firewall (Zone Alarm), suspending use of the anti-virus (AVG), making
sure the security settings are at a minimum and that the space allowed for
the browser cache is at a maximum, and repairing and re-installing IE6, all
without avail as regards this problem.
I've tried all sorts of different synchronisation settings. Currently it is
set up to download up to second level and links, but only when I manually
synchronise, that is, not automatically.
I think the problem may have something to do with some favorites I imported
from another Win98/IE6 machine, but it is not just those favorites I
imported that won't work, it's all of them, some older ones and some newer
ones. I really do not want to delete them and start all over again, as they
are rather valuable to me, and there is of course no reason to think that
would help either...
I never had this problem in the past with IE5, but now when I tried going
back to IE5.5 the same problem is there. I have a similar software
Win98SE/IE6 setup on a laptop (but without Zone Alarm and AVG) and there is
no problem in synchronising on that machine.
To my surprise, my Google and MS Knowledge Base searches have failed to
clearly identify the problem, let alone point to a solution.
