Hi,
OK, this sounds like a malware infected machine. Reinstalling IE won't help.
There will be infected files in other directories. Cleanup instructions
later...
These steps may restore internet access in order to download and run
cleaning programs.
* Download Firefox or Mozilla to a CD or USB drive from another computer.
* From IE> Tools> Manage add-ons. Disable non-microsoft add-ons.
* Startup in Safe Mode with Networking.

* [Winsock repair] Log on as an administrator.
>From Start> Run, type cmd, and then click OK.
At the command prompt, type the following then hit [Enter]
netsh Winsock reset
Download, update and run Ad-aware, Spybot and MS Anti-Spyware (Beta.) These
could be downloaded from another machine.

Some malware must be removed manually. You may have to register and post a
HijackThis log to one of these forums for additional help. Look for the
proper forum and an "Important- Read This First" message so that you follow
proper procedure.
