I'm not a lawyer but this looks legitimate though you NEED to keep in mind
that downloading this will be doing so from a person I do not know, you
probably don't know, and someone who isn't Microsoft. The utmost care in
scanning the file BEFORE installation for malware should be considered a
higher priority than normal as this is, in my opinion, far more risky (and
likely more problematic to remove) than what would be normally seen with the
majority of malware. (Not that some of them aren't a pain to remove but this
one seems likely that it could be even more difficult though the site SEEMS
fairly legitimate but that means absolutely nothing in the real world.)
