No toolbar when open IE - HELP?

I'm not the worlds smartest person when it comes to computers, but there has
to be some reason that my internet explorer did have the file, edit,
favourites etc drop down menus and now all of a sudden they don't. I have
right clicked on the toolbar section and ticked for the toolbars to be on etc
etc but still nothing comes up. At the moment I just have a whole bunch of
links like - free hotmail; member services; real player; support; windows and
windows medial. I do not have my toolbars nor my back or forward arrow,
refresh button etc.
i tried re-installing IE6 but it keeps saying that it detects a more current
version. Does anyone have any recommendations? Is there a way that I can
just delete my Internet Explorer and try and re-install from scratch? Taking
into account I may not know what I'm doing in this regards, but I looked in
the "add/remove programs" thingy in my control panel, but there's no option
to delete IE.
HELP ME PLEASE> It is really giving me the sh!ts!!!
