No Shared Cipher message



I've been having a problem for the last couple of months
on my laptop. In IE6 I get the following screen to
appear when I try to get to an HTTPS site:

(Note: I have tried uninstalling and reinstalling IE6
(and marking the registry as removed), but cannot resolve
this problem. Any help would be appreciated as my
company has an application that is written ONLY for IE w/
128 encryption)
