At last the solution:
[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Restrictions]
a.. In the right-pane, double-click NoPopupManagement if exists, and set
it to 0 (REG_DWORD) if exists.
b.. Close Registry Editor and restart Internet Explorer
Thanks Ramesh, this was driving me off the deep end!

It made no difference, even after I rebooted. Win XP SP2 is installed. I tried everything in http://support.microsoft.com/?kbid=843016 and http://support.microsoft.com/kb/843017 But on the Tools menu, there is no Pop-up Blocker And on Tools, Internet Options, Privacy tab, I cannot click Block pop-up windows, it is grayed out. I have made the suggested registry changes, and still cannot access the pop-up blocker! What next???
