Unable to upgrade IE 6 / Windows

My HP Pavilion Win98SE system crashed and I had to reload from OEM recovery
disk. Now I can't upgrade Windows...it says I need IE 5.5 or higher, I have
IE 4.72.3110.
There is no link on microsoft.com to upgrade to IE 5.x...I attempted to load
IE 6 but setup does not finish and gives me the following message:
“Installation Incomplete, not all components installed
successfully…components not installed are IE 6 web browser, IE exception
pack, offline browser pack, browser customizations, internet connection
wizard, IE browsing enhancements, address book, outlook express and IE read
me”
and
“MS IE 4.0 Setup: An error or exception occurred while calling the function
DllRegisterServer in C:\PROGRA~1\COMMON~1\MICROS~1\VGX\vgx.dll”
then reboots...when it comes back, I get a pop-up with:
“Internet Explorer…this program has performed an illegal operation and will
be shut down” with details: “Invalid page fault in module IERNONCE.DLL at
015f:7d792537”.
After closing that pop-up I get an empty desktop and no task bar thus no
Start button...I reload from recovery disk again and I'm stuck in endless
circle.
Please help!
