telnet yp.shoutcast.com 80
is a connectivity test all the way to the server to see if there is a process
there listening on port 80 (the default TCP port for HTTP protocol).
If the screen clears the port was found listening.
At that point you can emulate some of what IE would be doing
by careful typing. I gave you the simplest syntax for getting output
from it.
You can also use the telnet default escape code (Ctrl-])
to get into the telnet client's command mode.
For example, by default you can't see what you are typing
but after getting into command mode you could enter:
set localecho
then go back to online mode and see your typing.
Don't overlook XP's Help facilities. You can explore the telnet
command (somewhat) from the command line by entering
telnet /?
and more extensively using its Help and Support Center by pressing
Win-F1 and entering telnet (e.g.) as a search term.

lol. The main point was to find out if you had a functioning association
for this extension. Where is the output for the ftype? Did you try
deleting the association using the Folders Filetypes option?
I suspect that doing that would at least allow you to do a Save As...
