WinXP SP2: IE has encountered a problem and needs to close..

Problem recently started up with an HP laptop, Windows XP
Pro (recently updated with SP2).
MSIE no longer wants to start. It instead coughs up
the "Internet Explorer has encountered a problem and
needs to close." window. (I recommend this window as one
of the least informative known.)
Of course I can't tell the window to inform Microsoft,
since that needs MSIE.
The error report includes (among much else):
Error signature
AppName: iexplore.exe AppVer: 6.0.2800.1106 ModName:
user32.dll
ModVer: 5.1.2600.1255 Offset 00008f7f
Thinking user32.dll might be the problem, I examined it
(in \windows\system32) and discovered it was the SP2
update v5.1.2600.1255 xpsp2.03084-1745) dated 9/25/2003
Presuming this was an SP2 problem, I cleverly renamed
user32.dll to user32.dll.sp2 .. and saw WinXP magically
move a new copy of user32.dll into that directory!
That moved-in copy was a copy of an older version of
user32.dll (presumably from the
\windows\LastGood.tmp\System32) directory, 5.1.2600.1106
(xpsp1.020828-1920), dated 3/3/2003)
Great plan, great execution .. but when I run MSIE, I get
the exact same problem (except now a different user32.dll
version number).
I uninstalled MSIE in the Control Panel | Add/Remove
Windows Components area (I know, it wasn't really
uninstalled) and reinstalled. No change.
I did the "go into the registry and toggle the
isinstalled switch to 0" trick, no change.
(Incidentally, that has no effect on the MSIE status in
the Add/Remove Windows Components area.) Reinstalled, no
change.
Curiously, I can log into the same system as another
user .. and MSIE works just fine!
I'm concluding something installed in this user's account
is conflicting; but I don't know where to start looking.
Ran Nortons, kicked out a bunch of "spyware" adware
components, no change. Did the "sfc /scannow" test, no
problems with protected Windows components.
I looked at the Restore System angle, but the last
restore point is a month ago, and I'm not sure how much
I'd lose (outside of SP2) if I restored back that far.
(Nor is there any assurance that would cure the problem.)
Suggestions?
