ERROR MESSAGE WHILE LOADING PARTICULAR WEB SITE

Please help me. Why I get error message as follows:

address you are attempting to reach.
HTTP 403.4 - Forbidden: SSL required
Internet Information Services

I believe it due to improper setting on the preferences
for the internetr options. Can you help me to find proper
settings.
