Hi Harry,
Internet Explorer cannot be removed in Windows XP. It looks like the shortcut is alone missing.
Click Start, Run and type the following:
%Programfiles%\Internet Explorer\IEXPLORE.EXE
Internet Explorer will launch now. You can create a shortcut on the Desktop. Or, running the command IE4UINIT.EXE from RUN box places shortcut for Internet Explorer in the Quick Launch and in the Start Menu.

I had spyware in my computer which I believe messed with my IE browsers. I was able to remove the spyware and along the way tried to reinstall IE. I can't find my IE now, its not in the add/change - tried to reinstall but unable to since it says it already installed. I have XP home. Harry
