Have you tried an IE Repair? (Ref. KB194177)

A superset of the effect of an IE Repair (i.e. a bunch of regsvr32 commands
for key system modules) has been available in KB281679 for a long time
and a newer more comprehensive version of that repair is Method 1 here:

BTW your specific issue might be helped by just
    regsvr32 /i shdocvw.dll

Note that an IE Repair would force the repair phase to be done while
the system was relatively quiesced during a boot. So it would make
sense to as much as possible try to reduce the dependencies on
those modules before trying to re-register them, e.g by closing or
stopping unnecessary tasks. In particular, I think you should at least
make sure that iexplore.exe and msimn.exe are not active processes.

Another thing which you should be aware of is that there are known
and suspected interferers with IE's History. E.g. a certain virus scanner
is a notorious culprit in making the History bar completely unusable.
FYI the AutoSuggest feature is very closely related to the History feature;
so if the above repair idea doesn't help try widening your diagnosis
to include an analysis of how well your History is working.
