Unhide Toolbars

I cannot unhide to replace the toolbars at the top of the
MS IE. I disappeared a day ago. I also do not have the
drop down menus: file, edit, view etc. I have been using
MS IE for a couple months with few problems. Where can I
access the toolbars to reload?
