No longer get login authentication ...

My company uses exchange server 2003 and has webmail
enabled; however, I can't get the authentication pop up to
show up and end up getting the access denied page.

I have done all the settings I can think of including
clearing the cache, cookies, history; setting the look
for newer versions to "never"; turning off all firewall
settings; no popup blockers are enabled.

I'm on a win2000 box with IE 6.0.2800 and 128 bit
encryption.

I can telnet the site to verify i can get to it. I can
get to it from work (but that's inside the company
firewall) and others can get to it from outside the
network (over the internet, that is).

any help would be appreciated!
