Explorer 6 - encoding

My internet explorer 6 defaults back to western european
(ISO)when switching from one internet page to another,
this means that I am unable to get any graphics. unless I
go to View - encode and select western european (windows)

operating system windows 98

Any ideas as to how to resolve this would be apreciated.
