Windows Update & IE6 issues

Win XP (sp1) OS
IE6 (128bit)
Problem (Part 1)
Accessing the windows update site, I am unable to scan
for updates. I continually get the error: 0x800A138F
I followed the TSS guide for that error (not the answer).
I also followed the guides for Locking at 0% of scan, and
several others.
Actions I've taken:
-Delete all files in "Windows Update/v4" (except
iuhist.xml), which did not exist on this computer (pulled
a copy from a clone)
-Re-register DLLs
-Uninstall & reinstall Internet Explorer from XP CD
-Fresh IE install from the internet
-Followed info for setting IE6 to uninstalled in the
registry
-Followed info for resetting active update in the
registry (DWord was 0x00000007 when I first opened it)
-Tried "sfc /scannow"
-Disabled Firewalls
-Made sure correct ports were open for SSL
Now... The Problem (Part 2)
I finally gave up trying to use Windows Update and
decided to download the files & do the updates myself.
Everything went smoothly, until I tried to
run "q828750.exe" (IE6 security update). When I tried to
run it, I get the following warning message:
"This update requires Internet Explorer 6.0 to be
installed"
So, I went back into the registry to make sure IE6 was
set back to installed... it was
Since then, I've been through about the same steps for
reinstalling IE6 again, re-registering DLLs, screwing
with the registry, and finally running the repair option
from the XP CD. Next step... format & start clean.
The only step I couldn't complete, throughout all the
tech data I've read, is one for repairing the install of
Internet Explorer / Outlook Express from the Add/Remove
programs section of the Control Panel. That option did
not exist for me.
