They can block it, and if it is a major spam generator will probably
block it for all their customers.

If you try to just block downloading them they may fill your server
allowance, and block any legitimate mail from coming through


Actually I am not looking to block it.

For example, if I was running Outlook (instead of Outlook Express), I
would simply create a Message Rule with the requested action to "move it
to a specified folder" for any message with 124.116.235.209 in the message
header.



You should be able to do the same thing with OE.
But I'm a bit baffled as to why you would want to save any SPAM anywhere ?

More productive to have it bounce back to sender, and hope they delete it as
a non-valid address
