(1) OE msgs stuck -again- in outboxs! (2) How to reduce or compress photo msgs?

Hello my friends:

(1) Out of the clear blue sky, my outgoing messages aren't getting sent!
They remain in the outbox for even days! I tried transferring the stuck
msgs and leaving only one; also tried to send a msg addressed to only ONE
person and neither strategy worked. I can't outsmart OE...Please someone
help?

(2) As an additional strategy, someone told me that in the case of msgs I
receive andn want to forward, with multiple and/or maybe large photos, to
reduce their size or compress them before forwarding them...but they said to
get the steps on how to do it elsewhere as they don't know! I don't know
either. Anyone knows please?
