Restoring a dbx folder

I've searched the archives, and haven't found a solution to this.
I had a hard drive problem, so I installed a new hard drive, new
OS (XP) and now I would like to import my old OE folders, but so
far I haven't found a way to do it. I copied the xxx.dbx folder
from the old hard drive to the new OE folder, (doesn't work) and
to the desktop but i If I try to run "import" I just get an error
message, saying the file I want is being used.(?)

Is there any way to import or copy the old folder(s)?
