If you haven't found the solution yet, it's probably in Tools > Options >
Security. Uncheck the second check box, "Do not allow attachments to be
opened that contain..."

Are you sure it's OE that's blocking them, and not a firewall or antivirus
software? For example ZoneAlarm has a list of extensions which it will
block unless you request otherwise - although IHTS wmv isn't one of them,
but wms (Windows Media Skin) is.
