No HTML tabs and Instant messenger start-up

I've had to start from scratch with my computer after a meltdown. So I
have installed and am up to date with Windows XP Pro, SP2 and all of the
fixes available. Since then I have noticed that OE doesn't have those 3
tabs on the lower left of a new message window (for composing). I
remember one was for editing, one for previewing...I can't remember what
the 3rd was for. I do have OE set up for sending mail as HTML so I
can't figure out whats wrong. I seem to remember that I could, with
HTML settings on, add a website address there and once sent the reciever
would essentially get the site showing up in OE's message window. If
that can't happen automatically now, how do I write code for that and it
work?
Secondly, I've also noticed that Instant Messenger now is loaded into my
sys tray, but not logged in, everytime I open OE. I don't remember that
happening before. I do have it set up not to log in on start up thru
OE. Am I missing something?
Thanks for any help and/or ideas anyone might have.
