Ctrl-Alt-Del did nothing.
I left it running to do other things and about an hour or two later the
login prompt finally appeared. I logged in and the even log shows the
software installed "successfully," and so does group policy (appmgmt reg key
set that says software gpo was already applied).
However, it was NOT really installed. IE6 is still there.

Can't you interrupt it any better than that? E.g. Ctrl-Alt-Delete?
You are bound to be losing much useful diagnostics that way.

What about in the install log?


If I click on the msi file locally, I can install it manually with no problem.


Then you have a comparison case to work with.



Is there a fix for this?


I would try using ProcMon to capture traces of both attempts
and then compare them for differences. Note that one useful thing
ProcMon will do for you this way is get a some context for each log
record. (Actually not each log record directly but a WRITE to the log
which could then be inferred to be a specific log record by its length
and the pattern of lengths in the log.)
