ie6 loses ability to open multiple windows

My ie6 used to be able to open multiple windows. Now it won't allow this
capability. I can only open one window at a time. I've tried unchecking the
advanced Internet Options feature "Reuse windows for launching shortcuts"
and there is no change in performance. Please help.
