Anyone that is interested in knowing:

I finally figured out what is going on here.

I was running IEAK6 SP1 on a server running Windows 2003 Server. So when I
created a new profile on that 2003 Server Machine, I would import the
Security and Content settings of that 2003 Server Machine. So after looking
and about 4 weeks later finally I finally see what the problem is, and leave
it to Microsoft to do something like this.

The registry keys for Windows Server 2003 are different then Windows 2000
and Windows XP in regards, and I am sure more then just this example, to
zones for IE. So yes, IEAK was working properly by putting the registry
edits of the Windows 2003 server machine onto the windows 2000 and windows XP
machines, but the entries were placed in a spot that 2000/XP didn't know
where to look for them at.

So to make a long story short, I am runnings IEAK6 SP1 on a windows 2000
server machine.

Maybe this informations is already out there somewhere, but you'll have to
search on the web or Microsoft site in an odd way, because BELIEVE me, I have
searched every which way possible!

I hope this will be helpful for other admins out there!!

But I am still having one more problem is that is related to the actual
downloading of the default_config.cab file. It downloads find and install
the branding fine, but I keep getting a pop up window that is labeled
Security Warning and it also says "The root certificate has not been enabled
as a trusted root." And then is goes off and saids that "Do you want to
install and run "IECONFIG" (Which is the description I gave it) signed on an
unknown date/time and distributed by: Department of Radiology (Which I also
named it that).

Anyone know how to bypass this problem, I have already added the website
that it's getting the default_config.cab file on the Trusted Sites under
Security.
