This is probably an example of what I was getting at.
I think you will need to look into the implementation of this.
I don't have sitecert.inf so I guess it is something installed by IEAK?
Look in that file at that section and see what it would be trying to do.
The HKLM suggests that you may have some permission issues
to solve. Possible search terms: "mmc snap-ins" secedit HKLM
