    Hi,

    Please see the various causes and solution.

    Cause 1:
    ========

    See if you have set Local policy (in Windows 2000/XP) at
    1. Start -> Run
    2. GPedit.msc
    3. Go to Local Computer Policy\User Configuration\Administrative
    Templates\Windows Components\Internet Explorer\Internet Control Panel\
     4. See if "Disable the Security Page" is set to "Enabled"

    Cause 2:
    ========
    Can be caused by a trojan, often loading by unsavoury websites:
    http://securityresponse.symantec.com/avcenter/venc/data/js.fortnight.b.html

    It may also be the Java.JJBlack Trojan.

    Cause 3:
    =======
    This solution involves modifying Registry. Please read Microsoft's warning
    BEFORE using regedit.

    WARNING: Using Registry Editor incorrectly can cause serious problems that
    may require you to reinstall. Use Registry Editor at your own risk. Always
    backup Registry key or hive before editing.

    There are several registry keys that could be causing a problem as listed
    below - search for the following entries and disable or delete as
    appropriate (making sure you make a backup of the keys beforehand). The
    DWORDS may appear at :

    [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\CurrentVersion\Inter
    net Settings] - or -
    [HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
    Panel]

    "Security_Zones_Map_Edit" or "Security_HKLM_only"
    "Security_Options_Edit" which prevents users from changing security zone
    settings and disables the Custom Level button and security-level slider.

    "SecChangeSettings" or "SecAddSites"
    "SecurityTab" (removes the Security tab completely)

    Also it may be a file called Inetcpl.cpl file is missing or damaged.
    Depending on your operating system it is found in ...\Windows System or
    %SystemRoot%\System32 folder. Replacing using MSCONFIG (for Windows 9x) or
    System File Checker (SFC.EXE) (for Windows 2k/XP) as appropriate for your
    operating system.

    Hope this helps :)
