Which OS? Could "restrict access to the Internet" include denying
use of Internet Explorer at all? In that case in NTx you could restrict
use of iexplore.exe (e.g. based on user group properties,
right-click iexplore.exe, choose Properties and use the Security tab)
Hmm... in XP it looks as if for a more refined solution you could start
with Windows Help (press Win-F1) and enter
"Using Group Policy" AND "User Configuration"
into the Search field.
Good luck
