here is my problem:
When I want to run WINDOWS\ie8\iexplore.exe nothing happens.
Why are you trying to do that?
The way I solve that is by running WINDOWS\system32\wupdmgr.exe,
then ie starts so that means ie8 is present on my computer.
How do you know it is IE? Did you do a Task Manager, Go To Process
to prove that? If so you could use msinfo32.exe to find the path it's
launching from. E.g. Run... (press Win-R and enter:)
msinfo32.exe /category SWEnvLoadedModules
find and capture the iexplore.exe entry.
Compare then with the iexplore.exe entry under Internet Explorer File Versions
(category IEFileVersions)
Does someone knows how I can make iexplore.exe launchable?
I'm running Windows XP SP3 and IE8.

How do you know it is IE8? Have you done Help, About to see what
the version is? Can you Run... iexplore.exe -nohome
FWIW I have iexplore.exe in my dllcache, so if it wasn't in its normal
place that Alan showed you I could use sfc /scannow to put it back there.
I suspect you have a bad install. In that case you would uninstall whatever
version of IE shows in Add/Remove Programs and start over.
Make sure that you minimize all possible sources of interference
including AV app before doing this.
