See if you can access your inbox after rebooting into Safe Mode with Networking (turtorial: www.bleepingcomputer.com/tutorials/tutorial61.html).

NB: Only remain in Safe Mode with Networking very briefly and only to test access as your anti-virus application and all security applications will be disabled!

Your issue is with Hotmail. All support for free Hotmail accounts is now
handled via the above pages, despite what "Windows Live Help" and "MS Help
and Support" may have told you (which is typical these days).
