This is getting out of hand and a bit too hard to follow for an 80 year old
So I would like to end it

I thought my computer may have been at fault.
An IE icon has never been found or placed in Notification Area
(systray)
in
any Windows version. Are you perhaps referring to a Network
Connection
icon (looks like a TV screen or perhaps 2 TV screens if using
dial-up)?
Links found in "Read and rate..." notification emails haven't worked
properly for many users since January, so the problem's not on your
end.

Yes.

I tried to find out how to restore this icon by going to, Start/Help

Support, but all I could find referred to Windows 98.

Another question I submitted before, but got no response to was,
re Read and Rate this response in the Notify email I received.
When I clicked on 'Read and rate the response; it takes me to this

Are you referring to the Notification Area (AKA systray), to the

left of the clock?
