McAfee Security Center (e.g., from your ISP or Yahoo) or McAfee Internet Security?
Was another McAfee application ever installed on the machine at any time in the past? How about a Norton application?

I didn't ask if the behavior occurred in any other existing User Accounts,
I asked if it was seen in a new User Account that had been used for a few
days.

Firefox instead of IE6, they work fine. The problem is she can't even run

Tell me this: Does the behavior persist in a new User Account after using
it for a few days?

Not sure it is relevant, but the computer has McAfee Security and Windows
Defender. The machine is fully patched with all automatic updates.
What anti-virus application or security suite is installed on the problem
machine? What anti-spyware applications (other than Defender)? What
third-party firewall (if any)? Are the same versions of all of them
installed on the other machine?
Are both machines fully patched at Windows Update?
