A problem opening Shockwave files

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

This a PC with XP and IE7.


There are two users with administrator access. One user can open Shockwave
files with no problems. The other user cannot open them with IE but can open
them with Firefox.

When the file opening fails a message similar to those below is available.

Details

Code: 0

or this one

In either case the additional information below is present

"Problems with this Web page might prevent it from displaying properly or
functioning properly."

What is going on here? How is this problem resolved?
