the computer was infected with wom.win.32.netsky
i have used smithfraudfix and now is better
but still when going to internet tools and general tab
clear history gets frozen and task manager says not responding
i have used procmon but not very familiar

Use ProcMon to find out what is happening.

Are you running other programs, when you try this?
(such as security programs)
Compare with what happens if *nothing* else is running.

You could go even further and not run IE.
E.g. another way to open the Privacy settings dialog is to Run...

control inetcpl.cpl,,2

As a quick way of preventing things from starting
you could try doing a safe mode boot and holding down a Shift- key.


BTW it may be significant to know if you have anything in the Sites list
and if you have things in the Sites list if they were put there manually
or automatically by various anti-spyware apps.
