Check your Java security settings:
HOW TO: Set Java Security in Internet Explorer

See this general troubleshooting article:
How to troubleshoot Java problems in Internet Explorer
http://support.microsoft.com/kb/168806/en-us
Test your Sun Java install here:
http://www.java.com/en/download/installed.jsp
If the Java app requires MS Java VM, test it's installation by going to
Start...Programs...Accessories...Command Prompt, and type in "jview" (no
quotes), hit Enter.
Some Java programs require previous versions of JRE to run. It's usually
okay to keep the previous version(s) around when you install the newest from
Sun.
