Active x controls for non admins

I have pushed several active x controls through landesk to install on
my network machines consisting of win 2000 and xp boxes. I have added
the site to the trusted sites in IE using GPO. Non of our users are
admins on their boxes, I would have thought this would be enough. If
a user then goes to the site the activex controls will not run and I
get an error about not being able to create an object.
What options do I have without making the users local admins? One
option that seems ok is to remotely open IE as an admin and go to the
site. The next time a user does this we should be fine.
Any help would be greatly appreciated.
