I have tried it. No luck.
Also, the files are not encrypted.

I have a laptop that will not open links to word docuements off of a
website.
Get and error that IE was not able to open this Internet Site. That
the
document is unavailable or cannot be found.
Things to know:
user does not have admin rights on the computer.
an account with admin rights on the computer CAN open the link to the
document.
the user account logged into another computer is allowed to open the
document.
My thoughts:
I believe given the above that the problem is with IE on the
"offending"
laptop.
What else could be causing this?
Can the user open DOC files outside of IE?

Try this:
Tools | Internet Options | Advanced
Scroll down to the Security section and uncheck "Do not save encrypted files
to disk".
