Non ADMIN user cannot download Unisgned Activex

Im experiencing a problem with an unsigned activex that I made. This activex
is used on a intranet.
It seems that if I try to install it using xp sp2 or win2000 and ie6 AND Im
a "normal" user, that is Im not and admin ie6 refuses to install it without
any alert (keep in mind that I already add my server to the list of trusted
site and tried all possible combination of security settings). If I change
user privileges and add that user to "power user", everything works well.
Note that this user is a domain user. However I created a local "normal"
user and I experenced the same problem.
Does exist any way to solve this problem that doesnt involve changes to user
privileges? I dont want to ask my customers to change their user policy.
I have also thout about signing the control, but we have 10s controls so its
a little too much expensive.... and our controls is going to be userd only
in closed intranets.

Thanks for the attention,

Michele
