I'm running Windows 98, not XP

When I do the %......% suggestion in Windows Explorer, it does not give me
anything. Perhaps because that is for XP and not Win. 98.

I have verified I have the cipher strength of 128 bits.

I tried the registry edit. I went to the "shell folder" but it did not have
a "Common AppData entry. The closest I had was "AppData". I changed that
from "C:\WINDOWS\Application Data" to C:\Documents and Settings\Application
Data". I left out any user id as when we turn on our computer we simply hit
return, no one logs in by name.

The other registry subkey that is mentioned in the fix, I did not find. I
went to "User Shell Folders and did not find "AppData", so I did not change
anything there.

After restarting computer, the above actions did not make any difference.

I think the problem is with my system and perhaps related to the registry
although I don't know much about that. This as opposed to a problem with IE
6. I downloaded another browser (firefox) and have the same problem with it.

If you have other suggestions or a Plan B, I'm open to trying something else.

Some weeks ago my IE must have gotten corrupted as it would not work at
all.
I went thru a repair process in the add/remove program area. I later
reinstalled IE 6 w/SP1 I'm using Windows 98 on a desk top. Since the
reinstall and repair, I can get back on the internet but certain sites

not come up now. After a minute or two delay, I get the message "The page
cannot be displayed". I'm told the sites I'm trying to access are "secure
192 websites", such as vanguard.com, citibank.com.

I've tried everything I can think of to fix the problem to no avail. It
is
frustrating to say the least. It is not an IP problem. My laptop, via
wireless connection at home works fine. It must be an IE problem in my
desk
top. Something got changed in the recent problems and fixes.
