Frustration with the dialup disconnect reminder

I have just set up a new Dell laptop with a dial up connector for a club member.
But, if he opens the internet, completes the dialup and connection, he does not get the pop-up
reminder to disconnect the phone when he closes IE. If he opens Outlook Express and closes it last,
he does get the pop-up reminder.

I have a second club member that cannot get the pop-up reminder at all. However, this user can
really screw her machine for here to there with dumb things she does. She has had the PC for 2
years and has gone through 4 ISP's because "they" screw-up her machine or just charge too much.

On both machines, which are XP HE SP2 Dells, I have made sure the Advanced setting under Internet
Options - connections are set to "disconnect when no longer needed".

I have also checked the registry in HKCU\remote access\profile\{ISP} for EnableAutodisconnect value
of "01 00 00 00" setting
and the HDCU\software\microsoft\windows\current version\internet settings for the same value. Both
registry values are correct.

Any other suggestions? Both users are definitely well over 65 year old novices and have a hard time
remembering to right mouse click on the system tray connection icon to disconnect.
