Clear your caches, delete of your offline/internet files and cookies.
Scan for malwares from here:

http://www.safer-networking.org ; for Spybot S&D
Then Open a Run command and type this:
regsvr32 urlmon.dll click [OK]
Reboot your machine and see if the URL or the link will open.
Anothe try th File association on Folder Options >> File Types.

BTDT. all caches clear, all cookies deleted, purged temp folders, ran

all the IE file associations are correct.
registering urlmon.dll did not help
One thing I have noticed is that I can browse to https pages (SSL secure
pages). These seem to work fine. It's is just the standard pages that
won't come up.
I see that Bluto in another thread (IE6 opens only https-SSL pages) in this
newsgroup is having the same problem. Could it be some IE update is to
blame?

Hi David,
Try this and let us know:
On the IE Properties click on Advanced and check these boxes
[&] HTTP 1.1 Settings
[ ] Use HTTP 1.1
[ ] Use HTTP 1.1 through proxy connections
If you using proxy check the proxy one if not check only the first one.
Then under Security Option:
[&] Security
[ ] Use SSL 2.0
[ ] Use SSL 3.0
[ ] Use STL 1.0
If the Above are checked may I suggest to uncheck them and Reboot twice your
Machine then check them back and Reboot.
Are you using a Certificate to identify yourself, if though it may corrupt
try to clear it and reinstall it again under Content Tab also while there
click on Autocomplete and Turn it OFF.
Try to compare the Settings from a Working machien to this one and see if
you could spot the difference.
Do you have a GPO Policy Implemented see if you could try with Admin Rights
if that will solve, you may Have a corrupt User Profile on this machine.
This Error is a pain in the But.... I have a user how said that there were
some trace of an Old Anti-Virus left on the machine that caused this and when
He remove thiese trace for this Program he then was able to access Non-secure
Sites.
Again see what this machine is missing from updates and install it that
sometimes can change things to Good..
