unspecified s\potential security flaw

When I open the 'temporary internet files' folder, I get the following error.
Box with blue border saying 'internet explorer', containing the following message "This page has an unspecified potential security flow/Would you like to continue?/Yes/No"
When I click no - the folder does not open, when I click yes - the folder opens.
Rebooting does not 'cure' this.
Completely emptying the folder does not cure it (Content.IE5 contains only index.dat - which cannot be deleted.)
How do I get rid of the error????
