With the latest versions of Acrobat Reader, you'll notice they've put a
"Quick Start" link in your Startup folder. Start...Programs...Startup.
Remove that. The new AR is sort of "web aware" and this can cause problems.
PDF files will not open as fast when you first use it in a Windows session,
but this should prevent the problem. Also note that the acrord32.exe
process won't quit when you close AR a lot of the times, too.

I uninstalled Acrobat 7 and re-installed a new copy, now the problem is
fixed.
While I had Acrobat uninstalled, I opened the problem site and it loaded
fine with no delay.
Here's a question: After installing the new Acrobat 7, I opened the
problem website and the Adobe EULA popped up. There is no PDF involved
with the home page, but I okayed it and it closed and disappeared. Then
the page loaded normally. So why would this site need to access Acrobat
just to open the home page?
