Can anyone explain cookie behavior in managed environment?

Situation 1:
Several different managed networks with Windows XP Professional clients
and Windows servers in a domain structure and roaming profiles.

Situation 2:
Windows XP Professional with local user and local profile. Existing in
a maneged network. Meaning; using generally the same software
(AV/firewall/proxy etx)

Problem:
When looking in a users profile in situation 1, several cookies made
for/by the same website exist in the the Cookie directory of that
user's profile with the naming [username]@[website][number].txt

When looking in a users profile in situation 2, most of the time only
one cookie made for/by the same website exist in the the Cookie
directory of that user's profile with the naming
[username]@[website][1].txt

I'm expecting this is 'normal' behavior in a Windows environment with
roaming profiles. But i'm missing the 'why' ... Can anyone explain?

I've searched the Internet for an explaination but no such luck yet;
neither telling that there may or may not be more then one cookie per
site or how this behavior can be explained in different environments.
