You don't need to reconfigure the browser. It's probably a server-side
issue, which you can notify the webmaster of that site.

I tried going into www.winhelponline.com/index.php and i am able to access

Are you able to reproduce the behavior consistently? What about other
sites
developed using PHP? Try this url for example:
http://www.winhelponline.com/index.php
This most likely is a server-side problem, from what I learnt.
PHP files prompt FIle Save As / Open File With browser dialog window:
