Pop-up question

Tech-Archive recommends: Fix windows errors by optimizing your registry

I am on a dialup connection.

After connecting to my ISP, when I open a browser window or outlook express, I get a popup window asking if I want to connect to the internet (and which connection do I want to use - from a list in the dialog box.)

When I navigate to another web site, the popup AGAIN appears - each new site, the same query appears.

WHY do I get the dialog box and how can I get rid of it - since I already am connected to the web when the box appears.
