In IE go to Tools...Internet Options...Advanced tab, Browsing section -
uncheck "Reuse windows for launching shortcuts", click Apply, click Okay.
In other cases, you can open a new window manually by going to
File...New...Window, or by right clicking on a link and choose "Open Link in
New Window".
